Η Επιτροπή καλεί την Ελλάδα να συμμορφωθεί με το δίκαιο της ΕΕ κατά τον σχεδιασμό έργων αιολικών πάρκων

Πριν από λίγες ημέρες η Ευρωπαϊκή Επιτροπή αποφάσισε να αποστείλει αιτιολογημένη γνώμη στην Ελλάδα λόγω μη συμμόρφωσής της με την οδηγία για τους οικοτόπους (οδηγία 92/43/ΕΟΚ) κατά τον σχεδιασμό έργων αιολικών πάρκων. Σύμφωνα με την οδηγία, όλα τα σχέδια και τα έργα που είναι πιθανό να έχουν σημαντικές επιπτώσεις σε τόπους Natura 2000 πρέπει να υποβάλλονται σε δέουσα εκτίμηση των εν λόγω επιπτώσεων. Ωστόσο, το υφιστάμενο σχέδιο για τις ανανεώσιμες πηγές ενέργειας, το οποίο ονομάζεται «Ειδικό Πλαίσιο Χωροταξικού Σχεδιασμού και Αειφόρου Ανάπτυξης για τις Ανανεώσιμες Πηγές Ενέργειας», είχε εγκριθεί χωρίς να έχει προηγουμένως διενεργηθεί τέτοια εκτίμηση. Αυτό σημαίνει ότι εγκρίνονται βάσει του σχεδίου έργα που δεν συμμορφώνονται με την ενωσιακή νομοθεσία.

Η Ευρωπαϊκή Πράσινη Συμφωνία και η στρατηγική για τη βιοποικιλότητα με ορίζοντα το 2030 υποδεικνύουν ότι είναι καίριας σημασίας για την ΕΕ να ανακόψει την απώλεια βιοποικιλότητας μέσω της προστασίας και της αποκατάστασης της βιοποικιλότητας.

Η Επιτροπή απέστειλε προειδοποιητική επιστολή στην Ελλάδα τον Ιούλιο του 2014. Έκτοτε, το σχέδιο εξακολουθεί να μην έχει αναθεωρηθεί ή υποβληθεί στη δέουσα εκτίμηση, όπως απαιτείται από την οδηγία για τους οικοτόπους. Παρά την προσφορά τεχνικής υποστήριξης από την Επιτροπή, η διαδικασία αναθεώρησης του σχεδίου δεν έχει ακόμη ολοκληρωθεί.

Για τον λόγο αυτό, η Επιτροπή αποφάσισε να αποστείλει αιτιολογημένη γνώμη στην Ελλάδα, η οποία έχει πλέον προθεσμία δύο μηνών για να απαντήσει και να λάβει τα αναγκαία μέτρα. Διαφορετικά, η Επιτροπή μπορεί να αποφασίσει να παραπέμψει την υπόθεση στο Δικαστήριο της Ευρωπαϊκής Ένωσης.
