Έτσι, η δεύτερη τροπολογία αναφέρει ρητώς και κατηγορηματικώς ότι είναι δικαίωμα των πολιτών να φέρουν όπλα. Το συγκλονιστικότερο όλων είναι ότι αυτό το δικαίωμα πρέπει να τους δίνεται όχι για να προστατεύονται πρωτίστως από τον εξωτερικό εισβολέα αλλά από τον εσωτερικό δυνητικό δυνάστη ήτοι ένα κράτος το οποίο θα αυθαιρετεί έναντι της προσωπικής ελευθερίας των πολιτών. Επομένως, ο κύριος δυνητικός εχθρός για το Αμερικανικό Σύνταγμα είναι ένα κράτος το οποίο θα υποπέσει στον ολοκληρωτισμό.
Τα όπλα λοιπόν, αυτά καθεαυτά δεν αποτελούν έμψυχα όντα αλλά άψυχα, δίχως δική τους βούληση. Το ποιος είναι ικανός να τα φέρει στην οικεία του είναι σαφέστατα ζήτημα ενός ολοκληρωμένου νομοθετικού πλαισίου αρκούντως αυστηρού με τακτική παρακολούθηση εκ μέρους των αρχών τόσο ψυχιατρικής όσο και ελεγκτικής φύσεως. Όλοι οι Ελβετοί ηλικίας 18 έως 34 πληρούν την στρατιωτική τους θητεία και εφοδιάζονται με ένα επιθετικό τυφέκιο ή πιστόλι το οποίο κρατούν για πάντα στο σπίτι τους, για την περίπτωση που κληθούν να υπερασπιστούν την πατρίδα τους. Γιατί άραγε στην Ελβετία φερ ειπείν δεν υφίστανται ιδιαίτερα ως καθόλου κρούσματα σε αντίθεση με άλλες χώρες; Διότι στην Ελβετία υπάρχει αυτό το πλαίσιο αλλά και ο μέσος πολίτης είναι εκπαιδευμένος σε αυτήν την κουλούρα ευθύνης.
Το επιχείρημα ότι ένας εγκληματίας δεν θα παρανομήσει ή δεν θα προβεί σε απεχθείς ενέργειες όπως πρόσφατα στις ΗΠΑ είναι τρομακτικά έωλο. Ο εγκληματίας θα εγκληματίσει ούτως ή άλλως και θα βρει τρόπο να προμηθευτεί όπλο. Η αστυνομία από την άλλη δεν είναι δυνατόν να βρίσκεται παντού. Ο νομιμόφρων όμως, σοβαρά και έπειτα από εξαντλητικούς ελέγχους εκπαιδευμένος, πολίτης μπορεί και πρέπει να υπερασπιστεί την ιδιοκτησία του, την οικογένειά του μέσα σε σαφή από τον νόμο καθορισμένα πλαίσια. Ο Ανδρέας Γεωργίου πολύ σωστά αναφέρει στο Δίκτυο Ελλήνων Συντηρητικών (diesy.gr) για τις ΗΠΑ : «Στις πολιτείες της Νέας Υόρκης και της Καλιφόρνια, όπου οι πολιτειακοί νόμοι είναι δρακόντειοι σε σχέση με την τις υπόλοιπες πολιτείες αναφορικά με την έκδοση CCW (άδειας κεκαλυμμένης οπλοφορίας), τα ποσοστά εγκληματικότητος είναι σε δυσθεώρητα επίπεδα σε σχέση με την υπόλοιπη χώρα. Αντιθέτως σε πολιτείες όπως η Utah, η Arizona, το Texas, η Indiana και τόσες άλλες όπου η πολιτική οπλοφορία είναι διαδεδομένη η εγκληματικότητα είναι σε ιστορικά χαμηλά ποσοστά».
Τα παραδείγματα βέβαια είναι πολλά. Εάν υπήρχαν πολίτες στο Μπατακλάν που νομίμως οπλοφορούσαν θα θρηνούσαμε τόσα θύματα; Το πιθανότερο είναι πως όχι. Στην Μεγάλη Βρετανία από την στιγμή που ο Τόνι Μπλαιρ απεφάσισε τον πλήρη αφοπλισμό της κοινωνίας των πολιτών η εγκληματικότητα ανέβηκε σε δυσθεώρητα ύψη. Αντίθετα, στην Τσεχία από τότε που θεσπίστηκε το νομικό πλαίσιο περί πολιτικής οπλοφορίας η εγκληματικότητα έπεσε.
Η υστερία λοιπόν δεν πρέπει να κατευθύνεται εναντίον της οπλοφορίας αυτής καθεαυτής. Αυτό που πρέπει να απαιτείται από μία ευνομούμενη πολιτεία είναι ένα πολύ αυστηρό νομοθετικό πλαίσιο για το ποιοι είναι ικανοί να φέρουν όπλα, η πολύ τακτική ψυχιατρική παρακολούθησή τους, ο τακτικός έλεγχος για το πού φυλάσσονται αυτά τα όπλα (κλειδωμένα σε ασφαλές σημείο εντός της οικείας μη προσβάσιμα από ανήλικα παιδιά) και η εκπαίδευση του πολίτη από τα σχολικά του χρόνια για το πόσο σοβαρό προνόμιο αλλά και τεράστια ταυτοχρόνως ευθύνη αποτελεί έναν τέτοιο δικαίωμα. Κανείς δεν πρέπει να ξεχνά ότι ο πολίτης – οπλίτης ήταν αυτός που κράτησε την Ελλάδα ελεύθερη κατά την διάρκεια των Περσικων Πολέμων. Τα «θαύματα» είναι πάντοτε θαύματα εκ πρώτης όψεως.
